Rachel A. Bach, AICP, MURP
Rachel Bach is the President and CEO. Hired in 2017, she spearheads the redevelopment of Downtown Toledo and the implementation of the award-winning Downtown Toledo Master Plan. She has 20 years of experience in southeastern Florida, where she was a recognized leader in the field of urban redevelopment. Rachel held positions with local government managing, the planning and building trades; with the Urban Land Institute, as a non-profit executive; and managed multiple downtown special revenue districts. She is also an entrepreneur, having owned and operated a boutique economic development firm that created strategic plans for local governments and negotiated development incentives on behalf of the private sector.
Rachel has a Masters of Urban and Regional Planning from Florida Atlantic University and a Bachelor of General Studies from Kent State University.
Cindy S. Kerr, MBA
Vice President, Operations
Cindy Kerr is the Vice President of Operations. Hired by the Downtown Toledo Improvement District in 2014 as the Executive Director, Cindy has delivered on their Service Plan by marketing downtown, delivering advocacy service to businesses and property owners and providing a clean and safe environment. Cindy has previously held financial management positions within the healthcare industry. She also has Fortune 125 global leadership experience in human resources, new production introduction and innovation.
Cindy has a Masters of Business Administration and a BBA in Finance from the University of Toledo. She completed the Executive Masters program in Healthcare Administration at the Ohio State University.
